HR Open Standards Consortium Announces 4.1 HR-JSON Benefits and Compensation Standards

HR Open is a member-driven not-for-profit organization that provides freely available data exchange standards for the Human Resource industry.

4.1 Benefits Specification (Candidate Release)
Over 70% of employers offer voluntary benefits such as disability, life, illness, and accident insurance, according to a LIMRA study. Employees may purchase these benefits to provide additional coverage.
The Benefits specification was developed by a team of HR Open participants including ADP(R), Benefit Focus, Betafits, Insperity, PEC, SAP, SS&C, Sun Life Financial, The Standard, The Hartford, Unum, and Voya Financial. The schemas facilitate efficient and secure data communication between systems involved in the management of benefits programs, including employers, government agencies, benefits administration systems, core HR systems, and benefits provider systems.
The scope of the Benefits candidate release included both the enrollment and census schema. Enrollment is the process of an employee or member electing to take up insurance coverage under the terms of a group plan. Census refers to indicative data about employees, their dependents and their employment relationship.
Phase two of the benefits specification will focus on the medical benefits. This project will start late 2017.
4.1 Compensation Specification (Candidate Release)
Organizations are concerned about providing robust and competitive total rewards packages to employees. Whether filling open vacancies with prospective employees, promoting existing employees into new roles, workforce planning for the future, or ensuring that current employees are paid competitively; these organizations look to compensation market surveys to provide a statistical sample of the market.
“We are proud of the work done to create the Salary Survey specification.  A cross industry team spent a considerable amount of time working together to contemplate the needs of the Salary Survey industry and its clients to simplify and standardize the survey participation process,“ stated David Benjamin Turetsky, Vice President, Professional Services – People Insights, ADP.  “The next step, starting soon, will be to work on a Market Survey results specification that simplifies and standardizes the survey process outputs.”
The Compensation specification was developed by participants from ADP, Culpepper & Associates, Marketpay, Oracle, Payscale, Salary.com, Towers Watson, and Western Management Group.
The Compensation specification includes the Salary Survey Submission schema, which contains data that a client would provide to a compensation survey questionnaire. The request asks the employer to complete the questionnaire, which may include organizational data, reward practice data, and job compensation data. The employer completes the survey and sends the completed survey back to the Vendor Company.
Phase two will focus on the Survey Report, and is anticipated to start late 2017.
The 4.1 schemas are candidate releases and have not been approved by the HR Open Standards Consortium membership. The specifications may change before the official approval and release.
